Dockless Vehicles in the District

2019 Dockless Vehicle Permit Application

DDOT is now accepting applications from companies to operate dockless bicycles and scooters under the forthcoming 2019 permit. The 2019 Dockless Vehicle Permit Application, along with instructions, sample Terms and Conditions agreements, and the required data-reporting template, are available below.

Five private dockless companies currently operate in the District:  

  • One company operates bicycles only--Jump 
  • Four companies operate electric scooters--Skip, Bird, Lime, and Lyft
  • Another company, Spin, launched as a bicycle operator, but has announced plans to convert to a scooter fleet. 

DDOT issued public-right-of-way occupancy permits as the mechanism of control to qualifying vendors in September 2017.
