The Transportation Equity and Inclusion Division (formerly the Office of Civil Rights) administers compliance programs and policies related to Civil Rights for the District Department of Transportation.
The office is responsible for ensuring agency compliance with:
- Equal Access for People with Disabilities - Title I, II, and IV
- Equal Opportunity Program - Title VI
- Equal Employment Opportunity Program - Title VII
- Business Opportunity and Workforce Development Center
DDOT administers two federal programs aimed at fulfilling its mission to help small business entrepreneurs successfully compete for procurement contracts in transportation construction.

FY 2025–2027 DBE Goal and Methodology Report: Public Meeting Consultations
The District Department of Transportation (DDOT) invited the public to participate in a series of consultation meetings to provide feedback on the proposed Disadvantaged Business Enterprise (DBE) goal for Federal Fiscal Year 2025–2027. These meetings included a presentation of the DBE Goal and Methodology Report, followed by an opportunity for public comments and discussion.
