Dockless Vehicle Permits in the District

2021 Dockless Vehicle Permits for Dockless Electric Scooters

Dockless vehicle operators that have held permits to operate dockless bikes and scooters in the District of Columbia in 2020 will have the opportunity to receive extensions of current permits through December 31, 2021. DDOT will issue amended Terms and Conditions that will address feedback from riders and non-riders related to sidewalk riding, rider safety education, and proper parking, among other concerns. The amended Terms and Conditions will also clarify equitable distribution and geo-fencing requirements. Operators must sign and return that document by December 1, 2020

New Emergency and Proposed rulemaking governing the Dockless Vehicle Permit Program

The primary impact of this rulemaking is to allow dockless fleet increases based on specific performance metrics. The rulemaking also addresses criteria for deferral or waiver of permit fees, and definitively states the level of confidentiality with which DDOT will treat required data submissions. As an emergency rulemaking, it went into effect June 11, 2020 and will remain in effect for 120 days (until October 9, 2020) and was published in the DC Register as a proposed rulemaking on June 19, 2020.
