May 17, 2023, The Infrastructure Investment and Jobs Act (IIJA) requires each State receiving funding under the National Highway Freight Program to develop a State Freight Plan that defines the immediate and long-range planning activities and investments of the State with respect to freight and adds several new elements that a State Freight Plan must include. This update serves as the guiding document for freight in the District while a larger state freight plan update is underway, which will include more in-depth data analysis and community outreach and will be submitted to FHWA in December 2023. In the interim, this update includes all of the required elements of a state freight plan per IIJA and remains a draft while waiting for official approval from US DOT.
