The purpose of the Capital One Arena (COA) Traffic Operations & Parking Plan (TOPP) is to facilitate safe and efficient transportation operations surrounding the COA on event days. This includes:

Minimizing parking and traffic impacts to residents, businesses, and commuters of neighboring areas

Providing travel option information to arena patrons

Encouraging the use of Metrorail/Metrobus and other multimodal options

Delineating street closures and other restrictions during events

Reducing pedestrian-vehicle conflicts

Managing the pick-up and drop-off activity of rideshare vehicles
