Rehabilitation of I-395 Northbound Bridge over the Potomac River (Arland D. Williams, Jr. Memorial Bridge) Project

The Arland D. Williams, Jr. Memorial Bridge Rehabilitation Project includes critical improvements to this four-lane bridge, which carries I-395 NB from Arlington, Virginia, to Washington, D.C., over the Potomac River. Rehabilitation of this bridge is a high priority for the District Department of Transportation (DDOT) because the deterioration of several bridge components and ongoing maintenance efforts have generated urgent safety and state-of-good-repair concerns that require a long-term solution. Because more than 88,404 vehicles use the I-395 NB Bridge over the Potomac River bridge every day (2019), the bridge is integral to mobility in the region.

DDOT has identified bridge components that are in poor condition or are in fair condition and at risk of reaching poor condition in the next three years if not addressed. The estimated total project cost is $90 Million.

The District Department of Transportation (DDOT) was awarded $72 million in Bridge Investment Program (BIP) grant funds from the U.S. Department of Transportation’s Federal Highway Administration (USDOTFHWA) to rehabilitate the Interstate 395 Northbound (I-395 NB) Bridge over the Potomac River (Bridge 0170-1).

KEY PROJECT ELEMENTS:

  • Replace the existing deteriorated bascule span with a fixed span.
  • Repair cracks and modify bascule span bridge piers for the new fixed span.
  • Replace the deteriorated and structurally deficient steel barriers with current MASH crash-tested barriers.
  • Replace the Fender system and Dolphins.
  • Other work includes concrete repair, steel repair, and bridge preservation actions, including expansion joint repair/replacement and bearing replacement.
  • Use accelerated bridge construction to minimize traffic impact on the 3-year anticipated construction window.

MILESTONES:

  • Start NEPA and Preliminary Engineering - Spring 2023
  • Complete Preliminary Design and Start Final Design - Fall 2023
  • Construction Procurement - Summer 2024
