Shirley Kwan-Hui is the Chief Administrative Officer (CAO) at the District Department of Transportation (DDOT). The CAO serves as an advisor to the agency director and the executive team and is responsible for a variety of administrative functions such as, information technology management, human resources, budget and financial management with strategic resource allocation, safety and security, facilities and support services, procurement and contract management, and other administrative services to ensure effective departmental performance within DDOT.
Shirley Kwan-Hui boasts over 20 years of executive leadership experience spanning both public and private sectors, serving in various administrative capacities. Recently, she held the role of Interim Director at the Department of Licensing and Consumer Protection (DLCP), appointed by Mayor Bowser to establish and lead the agency. Prior to this, as Deputy Director of the Department of Consumer and Regulatory Affairs (DCRA), she played a pivotal role in strategic advisory, policy execution, systems modernization, and operational oversight, earning accolades such as the "Most Outstanding Digital Transformation Workplace Program" award for her work. Before her tenure at DCRA, Shirley served as Chief of Staff at the Department of For-Hire Vehicles (DFHV), where she implemented transformative initiatives like taxicab digital meter adoption, solidifying DC's pioneering role in innovative technology integration. Her earlier career includes key positions at the Office of the Chief Technology Officer (OCTO) and roles in top financial institutions such as the Bank of New York Mellon and Deutsche Bank.
Shirley holds a B.S. in Business Management with a concentration in Finance from Binghamton University, a certificate of Executive Leadership Program with the George Washington University and is currently pursuing a certificate in AI Strategy with eCornell.
