Norrell Meeks is the Associate Director for the Administrative Services Division. In this role, she serves as the head of Human Resources (HR) for the agency, providing support to its rapidly growing workforce of over 1,200 employees. Norrell is the principal advisor to agency executive management with responsibility for overseeing the strategic and administrative direction of DDOT’s HR programs including employee relations, performance management, data management, compliance, recruitment, benefits and wellness, compensation, classification, recognition, training and development, and payroll. She leads all personnel practices and objectives to support an employee-oriented high-performance culture emphasizing quality, productivity, and goal attainment.
Norrell has over 17 years of HR experience and has held various administrative, finance, and personnel roles in both government and private sector. Prior to joining DDOT, she held HR leadership roles with the Virginia Department of Transportation (VDOT) and Northern Virginia Community College (NVCC).
Norrell obtained a Master of Arts in Education and Human Development from the George Washington University and a Bachelor of Science in Business with a concentration in Human Resource Management from Virginia Commonwealth University. She is also certified as a Senior Professional in Human Resources by the Human Resource Certification Institute.
