LaKisha Love, Operations Manager, has worked more than 20 years within the District Government Public Works and Transportation cluster. Prior to working for the District Department of Transportation since 2008, Lakisha worked for the Office of the Chief Financial Officer. During her eight years at OCFO, she assisted with balancing seven Operating Budgets totaling more than $135 million and received the CFO Special Act Award for reconciling DDOT’s budget to FTE authority in 2006.

Lakisha has been a champion for compliance throughout her career. She has worked with local, federal and international transportation professionals and various government officials as a result of creating and developing DDOT’s Davis Bacon Compliance Division in 2011. This division is focused on monitoring more than $700 million construction capital projects successfully by enforcing accurate pay of laborers and mechanics in accordance with the U.S. Department of Labor Prevailing Wage Law under her continued management. In 2009, she also trained more than 800 employees during the implementation of PeopleSoft Payroll eTime system as DDOT’s Administrative Officer and Quality Assurance Liaison, having also been a CFO Payroll Systems selection panelist for the Districtwide software prior to implementation.

Lakisha completed the DCHR Lean Six Sigma Champion/Sponsor and Greenbelt Cohorts where she received her certification her work on the DDOT Invoice Improvement Process in 2016 -2017 and Federal Project Close-out Process and SOP in 2018. Lakisha has served on the Transportation Review Board (TRB) for Women’s Issues in Transportation. She has over 10 years of experience as Emergency Liaison Officer through DDOT’s Emergency Preparedness Program. Through this position, Lakisha has worked with the Secret Service, FEMA and other jurisdictions for various declared emergencies in the District of Columbia. She is also one of the agencies Lead National FEMA Instructors certified to teach Incident Command Systems (ICS) and National Incident Command Systems (NIMS) for the District of Columbia and is a New Mexico Tech Certified Instructor for the Incident Response to Terrorist Bombings. She has also served as the co-chair of the Emerging Leaders Committee for the National Forum for Black Public Administrators (NFBPA) DC Chapter, an organization that she’s been a member of since 2002.

She is certified in District systems such as SOAR, PeopleSoft, PASS and CFO$olve and is also a Microsoft Certified User. She is a certified Supervisor Trainer for Drug & Alcohol Testing Industry Association (DATIA), GSASmartPay and a Certified Scrum Master. Lakisha is a certified Contract Compliance Administrator (CCA) from Morgan State University. Lakisha holds an Associates of Science in Business Management Administration from Strayer University.
