About DBE
The District Department of Transportation lists upcoming procurement opportunities for the public. DDOT also strongly encourages the use of DDOT-certified Disadvantaged Business Enterprises (DBE) for contracting and subcontracting opportunities.
The DBE program is required by Congress as a condition for DDOT in order to receive federal funds. The program provides assistance to minorities, women, and other socially and economically disadvantaged individuals to enter the highway construction and design industries.
DBE Certification
The District Department of Transportation (DDOT) has implemented an online DBE Certification System in the Civil Rights Compliance System (CRCS). All prospective and existing DBE firms are required to upload documents through the electronic compliance system. Paper copies will not be accepted for certification.
To access the system, firms will be required to log in to the system by creating a password and inputting or updating their contact information including your business email addresses. Updating this information will ensure that DDOT can communicate with your firm in a timely manner regarding certification and other program requirements. In most instances, your username will be your email address.
This new certification system will provide prospective DBE firms and out-of-state DBEs interested in being certified in the District of Columbia, with the ability to complete an online certification application for the District of Columbia Unified Certification Program (DCUCP). DBE firms that are already certified with DDOT will now be able to manage their certification online and monitor changes to their certification profile through the system.

DBE Certification Directory
Pursuant to 49 CFR §26.31, DDOT maintains a directory identifying all firms eligible to participate as DBEs in its program. The directory lists each firm’s name, address, phone number, e-mail, and the type of work it has been certified to perform (NAICS Code) as a DBE.
