Deputy Chief Engineer

Yvonne Thelwell serves as the Deputy Chief Engineer. She joined DDOT in 2020 and has served as the Program Manager for the AWI Mega and Special Projects Branch. Prior to joining DDOT, she had 35 years of experience in the private sector, responsible for the design, construction, and management of major transportation projects throughout the United States and overseas, including the Qatar-Bahran Causeway, the Arlington Memorial Bridge, the Roslyn Viaduct, and the I-90 Logan Airport Interchange.

Ms. Thelwell holds a Master of Science degree in Civil Engineering and a Bachelor of Science degree from the University of Maryland at College Park and a Bachelor of Science degree in Physics from Frostburg State College. She is a registered Professional Engineer in the District of Columbia, Maryland, Virginia and Florida.

She is a Washingtonian and a proud resident of DC. She can often be seen walking around the City and has been an Aikido instructor for nearly 30 years.
