Christal Mims Williams is the Associate Director of Administrative Services. In this role, Christal manages all Human Resources operations for DDOT employees and management staff, including recruiting, employee relations, policy, compliance and training.
Christal has over 15 years of public service in the District of Columbia. She began her legal career as a law clerk at DC Superior Court. Christal later joined the Executive Office of the Mayor where she partnered with Human Resources Directors throughout the District as a management advocate for executive level city administrators in labor and employment litigation. During her tenure she also trained hundreds of District managers on due process. In addition, she served on the Compensation and Classification committee in partnership with union leadership and resolved numerous city-wide job classification discrepancies.
Christal joined DC Water as a Senior HR Advisor and successfully led the efforts to reorganize the agency structure which resulted in a more streamlined and cost-effective work process. Christal was also a human resource leader at the DC Child and Family Service Administration where she implemented innovative approaches to employee retention and improving workplace morale. In addition, CFSA was recognized by DCHR as the best Wellness Program in the District and was also described by union leadership as a “model for labor relations.” Christal has also worked as an adjunct professor at the University of Maryland.
Christal is a long term member of the Society for Human Resource Management. She has also served on numerous boards, including the American Bar Association Labor and Employment Law Committee. She is licensed to practice law in the District of Columbia and Maryland. She is an active member of Delta Sigma Theta Sorority Inc., a public service sorority. Christal attended the University of Illinois and George Washington University School of Law. She is a DC resident where she resides with her family.
