Washington, DC - Mayor Vincent C. Gray announced today that Matthew Brown will take over as the District Department of Transportation (DDOT) Interim Director. Mr. Brown served as the agency’s Deputy Director for Resource Management since 2011.
“Matt has a distinguished background in public service and has played a key role at DDOT for several years,” said Mayor Gray. “City Administrator Allen Lew has full confidence in Matt and the new leadership team assembled at DDOT. I’m confident DDOT will continue to move the ball forward and will continue its excellent work on the many transportation initiatives now underway.”
DDOT also announced that several other prominent leadership roles within the agency have been filled: Barry Kreiswirth has been named the Interim Chief of Staff, Jeffrey Powell will assume the role of Interim Deputy Director for Operations, and Muhammed Khalid is DDOT’s Interim Chief Engineer.
Matthew Brown brings a wealth of transportation, budget and finance experience from both the private and public sectors. Mr. Brown has served as the Managing Director of WMATA’s Office of Management and Budget Services and as a project manager with Public Financial Management. He has also overseen public budgetary and finance issues in New York City and Milwaukee. Mr. Brown holds an M.P.A. in Budget and Public Finance from George Washington University and a B.A. in Political Science from Texas Wesleyan University.
Moving forward, Mr. Brown’s focus as Interim DDOT Director will include advancing large-scale projects like the DC Streetcar initiative, the South Capitol Street Corridor Project (which includes the replacement of the Frederick Douglass Bridge), the Power Line Undergrounding Program (PLUG) and continuing to improve the District’s multi-modal transit options by expanding the DC Circulator system and the city’s bike lane network.
Barry Kreiswirth has served in the Office of the City Administrator for the past five years, most recently in the position of senior legal counsel. Before then, he served as the Director of Policy and Legal Affairs in the Office of the Deputy Mayor for Planning and Economic Development and as general counsel for the Economic Development Committee of the Council of the District of Columbia.
Mr. Kreiswirth is a graduate of Harvard Law School, where he earned his J.D., and Brown University, where he earned a B.A. in Public Policy.
Jeffrey Powell joined DDOT in 2009 as the agency’s Chief of Staff before taking on the role of Associate Director for the agency’s Public Space Regulations Administration. Before joining DDOT, Mr. Powell served as the Director of the Department of Public Works in Richmond, Va.; the Assistant to the City Manager in Chesapeake, Va.; and the Assistant City Manager in Fayetteville, N.C.
Mr. Powell graduated with a B.S. from Virginia State University and an M.B.A. from Howard University. He has also served as an adjunct business professor at National Business College, Averett University and the University of Richmond.
Muhammed Khalid has been with DDOT for 28 years. In his previous position as DDOT’s Deputy Chief Engineer, Mr. Khalid was responsible for leading a team of engineers and technicians to deliver major capital transportation projects in the District.
Mr. Khalid holds a B.S. in Civil Engineering from George Washington University and participated in a graduate studies program in Structural Engineering at the University of Virginia. He is a licensed Professional Engineer in the District and a Certified Public Manager through George Washington University.
