(Washington, DC) - The District Department of Transportation (DDOT) announced today the release of the Final Environmental Assessment (EA) for the rehabilitation of the District’s Rock Creek Park multi-use trail.
In accordance with the National Environmental Policy Act of 1969 (NEPA), the Council of Environmental Quality (CEQ) regulations (40 CFR 1500-1508), and the Federal Highway Administration (FHWA) Environmental Impact and Related Procedures (23 CFR 771); DDOT—along with the FHWA and the National Park Service (NPS)—prepared an EA for the project, which identified the agencies’ preferred alternative, and was released for agency and public review in November 2011. The public comment period ran from December 2, 2011, to January 13, 2012, and a public hearing on the project was held December 14, 2011. Subsequently, the Final EA—which addresses comments from the public and various agencies—is released today.
The FHWA has determined that the preferred alternative and associated options identified in the EA will not have a significant impact on the natural, human or built environment, and has issued a Finding of No Significant Impact (FONSI) for the Rock Creek Park Multi-Use Trail Rehabilitation Project.
This FONSI is based on FHWA’s review of the Final EA, from which FHWA determined that the Final EA adequately discussed the need, environmental issues and impacts of the proposed project and advanced appropriate mitigation measures. Additionally, FHWA determined that the Final EA provides sufficient evidence and analysis for determining that an environmental impact statement was not required. The issuance of the FONSI completes the NEPA process for the Rock Creek Park Multi-Use Trail Rehabilitation project.
The next steps for the project are to finish the design of the trail improvements, followed by construction. DDOT has funding programed in fiscal year 2014 to initiate final design and construction funds will be available when the design in complete.
