BACKGROUND: Under Mayor Gray’s leadership as then-Chairman, the D.C. Council approved marriage-equality legislation in 2009. It went into effect on March 3, 2010, when the Marriage Bureau of the D.C. Superior Court officially accepted its first marriage applications from same-sex couples.
