Right of Way Policies and Procedures Manual 


Manual

The District Department of Transportation (DDOT) is responsible for constructing, operating and maintaining transportation facilities within the District for the benefit of its citizens. 

In carrying out that mission for constructing, operating and maintaining transportation facilities, it is often necessary to acquire private property or property controlled by another Federal or District agency. The right of way (ROW) policies and procedures are intended to establish a fair and efficient manner to complete the acquisitions or transfers of property, consistent with federal and local regulations.

This manual found below in the related document area, dated August 7, 2009, replaces all previous ROW manuals. It is intended to fully comply with the Uniform Relocation Assistance and Real Property Acquisition Act of 1970, and other Federal rules and regulations. Revisions will be made and distributed when rules or requirements change.

As a part of its operation of the transportation system, DDOT issues permits to allow uses of the ROW that is compatible with the overall operation. The existing public ROW consists of the travel lanes, on-street parking, sidewalk space and public space between the property line and the edge of the sidewalk nearest to the property line.
